Former Philadelphia Traffic Court Judge Michael Lowry has never been convicted of fixing traffic tickets. Yet, he will have to spend the next 20 months in federal prison for telling a grand jury that he granted no special favors to anyone in his own courtroom.
A federal jury last week found four former Traffic Court judges guilty of lying, but acquitted them and three others of the more serious charges of conspiracy and wire and mail fraud.
A fourth defendant pleaded guilty last week in an alleged ticket-fixing conspiracy at Philadelphia Traffic Court.
