Fire captain charged with insurance fraud

The fire department commander allegedly collected insurance money after torching her car in Washington, D.C.

A Philadelphia Fire Department commander from the Far Northeast was arrested last month in connection with an insurance fraud case involving a car that was set on fire.

Court records show Yolanda Stallings, 43, of the 9100 block of Ashton Road, was arrested on June 27 and accused of theft by deception, fraud, forgery, false swearing and filing false reports. Most recently, Stallings held the rank of paramedic captain in the fire department, but she previously held the title “executive chief of strategic services.”

The fire department has removed her listing from the “executive staff” page on its website, which includes bios of the fire commissioner, deputy commissioners and senior staff. The fire department has not commented on her employment status.

According to news reports, Stallings told her auto insurance company that her SUV had been stolen and filed a claim for $18,500. Investigators found the vehicle in Washington, D.C. It had been set on fire. Investigators then found evidence linking Stallings to the arson.

Stallings waived a preliminary hearing on July 7 and was ordered to stand trial. She was arraigned in Common Pleas Court last Friday. A trial date has not been set. She is free on $5,000 unsecured bail. ••
