Members of the 15th Police District Advisory Council recently honored Officer Patrick Owens as Officer of the Month for March. During the month, Owens arrested a gunman inside a Mayfair bar and captured an alleged carjacker.
The first arrest occurred on March 12 at 4401 Cottman Ave. Owens was the first officer to respond to a 911 call reporting a man with a gun. When Owens arrived at the scene, patrons were holding the man on the floor. Witnesses told the officer that the man had entered the bar, created a disturbance and pulled a handgun on the bartender. He was charged with aggravated assault, weapons violations and related offenses.
On March 26, Owens was called to the scene of an auto accident. Police did not specify the location. Owens saw that one vehicle had struck a parked car. Witnesses told him that the driver ran from the scene. A short time later, someone called 911 to report an injured man on the street several blocks away. Witnesses identified the man as the hit-and-run driver.
During a subsequent investigation, police determined that the car had been reported stolen in a carjacking in North Philadelphia during the previous night. The injured driver was charged with theft and receiving stolen property. The stolen car was returned to its owner.
Lt. David Potter of the 2nd Platoon nominated Owens for the Officer of the Month award. ••
