Man wanted for utility debt scam

Tierre Kirkland promised folks he could help them settle their overdue water and property tax bills, but it was all a sham, authorities say.

Now the Philadelphia Division of the FBI is looking for Kirkland, as are local police. Kirkland has been known to frequent the areas of 5900 Bingham St. and 2700 Red Lion Road in the Northeast, as well as 5700 Spruce St., 1200 Chestnut St. and 1700 W. Erie Ave. elsewhere in the city.

Kirkland was described as 39, black, 5 feet 11, 300 pounds with brown eyes, a mustache and beard and tattoos of a panther on his left shoulder and a scorpion on his left forearm.

Police said that Kirkland “devised a scheme to defraud and obtain money and property by means of false and fraudulent pretenses, representations and promises.” In other words, he sent letters to folks in the mail and by using interstate carriers and wire transmissions. That’s why it’s a federal case.
