Motorist charged in fatal collision with bicyclist

A Frankford man has been charged with homicide by vehicle, drunk driving and related offenses stemming from his fatal collision with a bicyclist in Juniata Park last month.

Raymond Wands, 38, of the 4600 block of Penn St., surrendered to the 15th Police District on June 30, eight days after he allegedly struck Julio Torres on the 600 block of E. Erie Ave., then fled the scene as Torres lay critically injured. Torres, 55, of the 4500 block of N. Eighth St., died at a local hospital on June 24.

Soon after the 10:30 p.m. crash, witnesses described the striking vehicle as a red 1989 Ford F-150 pickup truck. Police found the truck about a block from the scene, but the driver was missing. Accident investigators identified Wands as the owner and located him, but could not arrest him until they determined that he was driving when the crash occurred. ••
