Tackling bad neighbors and problem properties

Mark your cal­en­dar for Nov. 27 to make your voice heard about qual­ity of life in your neigh­bor­hood.

Coun­cil­man Bobby Hen­on (D-6th dist) said he’s tired of bad neigh­bors ru­in­ing the qual­ity of life in River Wards neigh­bor­hoods.

That’s why he re­cently an­nounced the cre­ation of a dis­trict “Prob­lem Prop­er­ties Ad­vis­ory Coun­cil” (PPAC) in the city’s 6th coun­cil­man­ic dis­trict. Its first meet­ing was Wed­nes­day night at Ed­ge­mont Cater­ers in Brides­burg.

The 6th dis­trict rep­res­ents a swath of North­east Philly in­clud­ing the River Wards of Port Rich­mond and Brides­burg. River Wards neigh­bors ap­poin­ted to PPAC are Theresa Cos­tello of Port Rich­mond and Harry En­gass­er and Joe Slab­in­ski of Brides­burg.

PPAC’s first meet­ing also in­vited L&I, CLIP, the Po­lice De­part­ment and the Dis­trict At­tor­ney’s of­fice. The group will meet monthly to dis­cuss neigh­bor-se­lec­ted prob­lem prop­er­ties, such as: prop­er­ties with haz­ard­ous struc­tur­al con­di­tions, those man­aged by de­lin­quent or un­co­oper­at­ive land­lords, or prop­er­ties over­run with trash, debris or graf­fiti. 

Hen­on has also is­sued sub­poen­as to the so-called “North­east’s worst neigh­bors” to com­pel them to at­tend “Bobby’s Bad Neigh­bor Hear­ing.”

That hear­ing will join the com­mit­tees of Pub­lic Safety and L&I on Nov. 27 from 6 to 8 p.m. at St. Bern­ard’s School Hall, 4427 Aldine St. In his an­nounce­ment of the hear­ing, Hen­on said its pur­pose is to al­low those neigh­bors to an­swer neigh­bors’ ques­tions about their im­pact on the neigh­bor­hoods.

The coun­cil­man in­vites neigh­bors to at­tend the meet­ing and bring at­ten­tion to prob­lems with the qual­ity of life on their blocks.
