15th PDAC honors
its most courageous

The 15th Police District Advisory Council recognized Police Officers Robert Anderson and Joanne Heary as February’s officers of the month at the March 31 meeting.
The pair were awarded the honor for the successful apprehension of a murderer after finding the victim, Michelle Hicks, 36, lying in the 4800 block of Frankford Ave. at about 8 p.m. on Wednesday, Feb. 20.
Anderson followed a blood trail to the door of 4829 Frankford Ave.
Richard Smith, 26, was covered with blood when he answered the door and admitted to the officers that he had been in an argument with Hicks and stabbed her.
The officers arrested Smith, who was charged with murder and possession of an instrument of crime.
Anderson was working overtime assigned to the 15th district’s crime plan with Heary. The plan is part of Police Commissioner Charles Ramsey’s crime-fighting strategy for targeted districts. ••
